Joy Otsuki serves as General Counsel to the successor agencies for the former redevelopment agencies of the cities of Los Banos, Merced, Mendota, Pismo Beach, Riverbank, and Santa Paula. She is also special counsel to the Long Beach Housing Development Company (a division of the City of Long Beach) and Habitat for Humanity of Los Angeles, handling property acquisition, financing and affordable housing matters.
Joy’s practice includes both real estate and general municipal law, including land use, real property transactions, public agency and tax credit financing, along with post-redevelopment/successor agency law.
Prior to joining Leibold McClendon & Mann, Joy was employed in the corporate/municipal finance department of Stradling Yocca Carlson and Rauth and as a corporate finance lawyer at Higham, McConnell & Dunning.
